Here is an excerpt from the article: “Kim Roddis, a civil engineering professor at George Washington University, said that the plan for the new bridge is a “conservative” one: “it’s not going into unknown territory.” What’s “innovative,” she said, is “the way they are delivering it” — having one firm design and build the project in close consultation with the state, rather than contracting for a design and then putting that proposal out for construction bids. “The team is working together rather than having things break down into silos,” she said.”
